Wondering if others have ran into this and how to close that gap at the top. I don't think I can raise the chassis due to shafts coming through the cabinet. Would it likely be those rubber grommets that have shrunk over time, isolating the tuning capacitor? Its the Philco 37-361 Cdn.

Well far as Brightness I am not sure how bright it should be but I don't think that one is to bright .
my Philco 38-10t has the same dial but I have not started restoration of it yet.

Yes, plus the grommets which originally were placed under the chassis; those are often missing now.

Yup. If you can shake the tuning cap by wiggling the tuning shaft they are shot.
