So I just purchased a Philco J1720 stereo and record player. That has some static when turning the knobs. Wanted to see if there was anyone in the DMV area that could restore it for me!!!

This is very broad. There are knobs for tuning and knobs for volume, and possibly for tone control, discounting a possible band switch. Volume ctl is fixed by using a fader lube (Deoxit F5), tuning scratch is fixed by cleaning the tuning cap and such. Band switching is fixed by contact cleaner. This said, you have not indicated the radio was gone through and recapped; if it not recapped, it should be, before trying anything else. People who do not drink, do not smoke, do not eat red meat will one day feel really stupid lying there and dying from nothing.
