40-190 weak volume

Well, I put this set on the back burner for a week or so. after recapping and replacing all the resistors and cleaning the contacts and controls, i couldn't get her to play. Funny thing was the set did play when I went to get it, I know I heard it!!!! So i figured the tubes must be okay, right???? Wrong! I pulled the tubes and tested them and all but the 7B7 either had shorts or were weak at bestIcon_thumbdown Too bad as they were all Philco tubes, probably the originals as it looks like this set has never had any service. So I ordered a set of NOS tubes from Bob Dobrush. They came today and I installed them. The set is now kind of working, except that the volume is weak. I get stations all over the dial and even on the presets and they are close to where they should be on the scale. Volume and tone controls work except I have to crank the volume up to full to get any thing. i have the set hooked up to my 40-150 antenna for testing. I haven't gone to far into it yet, but the voltages I've checked so far seem to be normal. I don't think it's in the audio as I get very loud static if I work the preset buttons back and forth. I was just wondering if any one here might have any tips or ideas on which way I should start. thanks!

Kevin, perhaps time to do an alignment on the radio? Just might perk it up a bit .

Check the primary on the output transformer.
