Looks like a signal tracer.

It is a cheaper copy of the same, I guess.
What it is is a signal tracer that allows to listen to the signal by detecting and amplifying it at every stage. The other is just more complex tracer.

I have the testing procedures, schematic and parts listing for the Model 030 Dynamic Tester. Listed in the 1946 Philco Radio Test Instrument Manual. Just use the regular Schematic Info page order form on my site for a photocopy of these pages.
