Philco 38-39 Resistor Value Part 22

I am working on a Philco 38-39, which is a 6 volt DC farm radio. I need to know the correct value of part 22. On the Riders schematic, it says 14 ohms. But on the associated parts list it says 11.7 ohms. The resistor in the radio measures 23.2 ohms and is unstable if moved. It consists of what looks like a sleeved flexible resistor in parallel with a 100 ohm fixed resistor (brown, black end no dot). Since it is part of the filament circuit, it is likely critical in value! Does anyone know the correct value?

It is connected from the cold side of the volume control to ground.

I did the math, and the correct value is 14 ohms as shown in the schematic. The parts list in Riders is incorrect.
