Help Philco 37-84 repair

Hello, friends.
I'm starting to repair my Philco 37-84.
I have a question, why is this black plastic piece that indicated in red in the picture?

Those are capacitor blocks. There is data on them here: http://www.philcoradio.com/tech/blocks.htm and they are discussed at some length at http://www.philcorepairbench.com/capbuild.htm and here http://www.philcorepairbench.com/bblokcap.htm .

And here (and in other places) it is shown how to extract the innyrds without de-soldering and removing the block from the chassis.

IF can wire size and Rubber mounts?
