Model 38-3 Volume Control

I had my model 38-3 radio recapped recently. It plays very well but it seems that there is an issue with the volume control. When I turn the volume control fully counter clockwise to the minimum volume setting the radio does not mute. A few times when I turn the volume clockwise to increase the volume the volume will increase but most of the time the volume actually decreases a bit. This does seem to be intermittent but again most of the time the volume control doesn't adjust the volume level. It seems to remain at a constant level. What should I check to see if I can correct the volume control?

Looks like a tapped volume control, might be hard but not impossible to find a direct replacement. I'd try cleaning it with some deoxit, and measuring end to end and with wiper moving resistance with ohm meter, tap included. Work arounds with still obtainable controls can be done.

If the paper capacitors and ancient carbon resistors have been replaced, these should not be an issue.
