Philco 60B Condenser Bank voltage question

I've begun a Philco 60B (version 6) and will eventually get to the 4 capacitors embedded in the Filter Condenser Bank (#30-4013/30-4217).

There are 4 caps in the can and the test voltages listed at https://www.philcorepairbench.com/metal-...ondensers/ are rather high:

.05    2000v
.09    1200v
.09    1200v
.5      2000v

Not sure if those voltage ratings are AC or DC.  I have the usual 630v film capacitors on hand, but will they be adequate?  The wires coming out of the Filter Bank assembly look to be 20 gauge or smaller - not what I'd expect for a circuit that needs to accommodate 2000 volts.

I'm also planning to replace the .09 uf caps with .1 uf. 

Comments?  Suggestions?  Thank you, in advance, for your help.
