Model 20 Cathode Bias Resistor Value

It would help to show photographs.
The resistor, as i remember, is 50K. Maybe they referred to the part of the dual volume pot, which is also a cathode bias, which is 250 Ohm. People who do not drink, do not smoke, do not eat red meat will one day feel really stupid lying there and dying from nothing.
