Cap block 6287-DU used in 116B chassis question

The schematic list this as a .3/mfd block. I know it's really two .15/mfd. Now, it also list a 200/ohm wire resistor as part of the block. I didn't see anything inside it. This block had over-heated at one point, and all the tar was melted out. I'm also a little confused to which block lugs are used for the caps, vs the resistor. Can someone clear this up for me.
