46-1209 - where to start for a newbie

Hi,
I just recently purchased a pristine looking 46-1209 that produces no sound (which I knew before purchasing). I know nothing about vintage radios, I really only bought it because of the condition, looks, and price. It was apparently working for the party I purchased it from until they brought it home and plugged it in. The turntable works, it powers on and the tubes light/warm up except for the tube slot labeled as V2 7H7 1st I.F. (part of the amp section?) The preset buttons don't seem to work either, which I assume also switch the input to the amp from phono to radio.
The two most obvious (to me) causes seem to be either the button switch or the tube, but I wanted to ask the group a few questions on how to proceed:
1. Sould I even power it on ( I read this was bad Icon_smile ) without it being checked over by someone competent, i.e. not me?
2. Is there an easy solution/check I could perform given the above issues?
3. Should I even bother, or just use it as decorative furniture?
4. Do you know of anyone in the Portland, Oregon area that might be of help?
