Philco 41-250 power transformer bad?

The power transformer in my 41-250 is putting out 250V on each HV leg with 115V input, but 7.05V on the filament winding (the tubes have 6.3 V filaments). If I go to 120V, the filament goes up to 7.4 V and the HV to 263. The power in our house is typically at 123V. The Philco schematic shows that the primary should be 12 ohms, but it tests 9,7, and it shows that teh HV secondary should be 150 ohms on one side of the center tap and 160 ohms on the other side, but it tests at 131 and 141.

were these voltages measured loaded or unloaded? without tubes your readings will be higher. as far as ohms on the trans,just gives an indication winding is not open,you're fine,fire it up!! after filter replacements of course,phil
