Removing big paint lumps

Someone has dropped a huge lump of paint on this metal case. Any thoughts on how to soften this up for removal? Usually I start with WD-40 or goo-be-gone but this looks like I’d need to file it off. Not a Philco, but this seemed the best place to put this question.

It looks more like tar splashed on it, or maybe wax? It may melt off with a bit of heat but mineral spirits should work as well.

I'd try heating it with a heat gun slowly to soften the mass, then carefully scrape it with a putty knife. Are you repainting the entire cabinet? Take care and BE HEALTHY! Gary

Kind of reminds me of a big blob of solder that splashed on it.
