What are the values of the 2 silver flat caps attached to the chassis under the 24 tube sockets?

Oh those...those are 0.2uF in Philco 20, for example (tin boxes).
Easily disassembled. I rebuilt mine - it was, I think, a dual one. The box is one of the two cap's terminals and is grounded.
You need your chassis pic with numbering like the one 20 has, and then just check against the BOM.

In the second post is the picture of the chassis with numbers However the caps are not pictured on it. My guess is one is cap 46 a dual .25 filament bypass since it appears to be across the filaments. The other one is a single cap however i do not know which number it is.

In Philco 20 it was dual 0.25uF and single 0.5uF.

Possibly yours have some numbering on them.

Well, figure out where the wires go, trace them in the schematic and see the listed values.
