Philco 3583 and 4264 restuffing need advice

I am looking to restuff these metal cans out of an Philco 70.


According to http://philcorepairbench.com/metalcap.htm

The 4264 is  0.25uf at 2000 V
The 3583 is 0.5 at 1200 V.

How are you getting 0.25uf at a working voltage of 2K in there ?

Looking at film cap sizes / working volts in series/parallel configs, I don't see how it is possible to fit these.

What am I missing ?  Is the "test voltage" not the working voltage we need to meet ?
