bakelite block question

Working on a 38-116 code 125 and have a question concerning bakelite blk. number 46.
This is a 4989SG which is listed on the parts list as having a single .1 uf cap.
If you look on the handy reference guide that I printed out from the Philco site, it does not list a 4989SG.
Anyone know what the proper wiring would be as far as the new .1 cap.
Lugs 1 to 2 or lugs 1 to 3 ?
